The government of New South Wales (NSW) is looking to modernize its identity posture. To that end, the Service NSW agency has issued a Request for Information (RFI) as it looks to integrate facial recognition into its public-facing online channels.
According to the RFI, the Service NSW system would use facial recognition to verify the identities of residents trying to access a wide range of government services. The eventual system needs to have four distinct components, including face detection, document recognition, liveness detection, and facial matching systems.
The unified facial recognition system will be opt-in, which means that people would still be able to use all of the authentication and identity verification techniques that they are currently using to access Service NSW accounts. However, the new system would presumably give residents more flexibility, insofar as they would have a consistent authentication experience regardless of location and across mobile and web-based channels. The system should mitigate fraud that targets government services, and needs to meet the level three identity proofing (IP3) standard detailed under the Australian government’s Trusted Digital Identity Proofing Framework.
In other news, the NSW Department of Customer Service has issued a separate Expression of Interest (EOI) for a digital wallet. The finished credential vault would be able to store government-issued IDs in addition to documents from the private sector. The Department indicated that the wallet would be compatible with multiple mobile platforms, and that residents would be able to use the wallet to share their credentials with third parties.
The government of NSW will provide more information about both projects at briefings in the next three weeks. The state started allowing residents to use a phone to display a photo ID back in 2019.
Meanwhile, the Australian Taxation Office has started piloting iProov’s liveness detection tech in its myGovID portal, while the Australian government has initiated the assessment process for Yoti’s face-based digital identity application.
